HOW TO COMPLAIN ABOUT NOISE

          a)   FROM INTERNAL REFURBISHMENT WORKS – CENTRAL CROSS

Point of first contact: Joe McCready Building Manager Central Cross:

Weekday: Mon-Fri 09.00-17.00- 0207 631 3793 (office / direct line).

Out of working hours/weekend: Personal mobile 0788 1588240.

Refers to work currently being carried out below us, around us, by Derwent’s (called Central Cross) or   Fremantle’s                  contractors. Note, sometimes Fremantle, the tenant, does not always advise Joe of its activities but he will    action any complaint. Both Central Cross and Fremantle are committed to minimising noise during working hours. (Camden allows Saturday working to start at 08.00- 13.00, but Derwent has pledged to me as TRA Chair, no earlier than 09.00 -13.00.)

          b) FROM EXTERNAL NEIGHBOURHOOD

               First, determine whether the noise is from Camden’s or Westminster’s side. Our side of the street is in                     

              Camden opposite  is Westminster. The Fremantle building is Camden, but Rathbone Place and The Fashion Academy,

               is Westminster.

         

          i) CAMDEN SIDE

               Unfortunately, Camden does not have a 24 hour live number for reporting any noise nuisance:

            

             Weekday 9.00am – 5.00pm- Compliance and Enforcement Team 020 7974 4444.

             Weekend: (e.g. noisy parties) - Camden Weekend Noise Service  020 7974 4444.

            Out of hours and weekend: Contact  the Housing Patrol but it only operates from 6pm to 2 am : 02079741888

            or 0207 974 1889. (They do claim that phones are answered 24 hours a day- not in my actual experience-             usually it's an answerphone.)

            

            Permitted hours of construction work                            Mon- Fri: 8 am to 6 pm. Saturdays: 8.00 am – 1.00pm Sundays and holidays: Quote “no noisy work.” 

         

           ii) WESTMINSTER SIDE

               

                 For immediate noise ring 020 7641 2000 (24 hours / 7 days, the noise team).

 

                                    Permitted hours of construction work:             

             Mon – Fri: 8:00 a.m. – 6:00 p.m. Saturday: 8:00 a.m. – 1:00 p.m.

             Sundays and Bank Holidays: No working is permitted.

On  5 September 2011 the Bloomsbury Area Action Group held a meeting  which set forth Camden's rules regarding noise and some of their limitations in dealing with it. Click on the pdf below for the minutes of the meeting. It is recommended that you read it if you are making a noise complaint.

Camden has set up a Noise Scrutiny Panel to focus on the Council's response to noise complaints.  If you have made a noise complaint using the procedure below, they would like to know what response you got from the Council. Fill out the below template and email it to peter.holdforth@camden.gov.uk:

Crossrail

 

In regard to the Tottenham Court Rd. station upgrade, the construction companies, Taylor Woodrow and BAM Nuttall, are allowed a "start up period" of one hour before the normal start time of 8:00 a.m. and a one hour "close down" period after the normal stop time of 6:00 pm. Their September 2011 update (mailed to residents) notes that "some activities, due to engineering or operational constraints, will need to go ahead outside of these hours." Tunnelling is allowed to take place "24 hours a day, 7 days a week."
